If a country that attacks possesses all its objectives before it draws the Card of Fate, the country emerges victorious and no card is drawn. If a country gets in possession of all the objectives necessary after drawing the card, owing to eased winning conditions, such a country is also declared victorious. Either way, the game is won with the player occupying that country as the victor. If two or more nations meet their winning conditions simultaneously, they both win and the rest of the players—whether allies or foes—lose.
