In case any other searcher stumbles here first, I found that there's apparently an "official" answer elsewhere: boardgamegeek dotcom slash thread/1457126/what-happens-if-draw-piles-are-exhausted That thread also brings up an interesting third option to the face up/down question (just use one face down resources pile, turn 5 cards from it face up and replenish as needed)

It's ok to play with your own variation if you can't tell what the rules are supposed to be. Just have fun! That being the case, here are some answers: 1. The hoe is used to clear all the top resource cards, to uncover 5 new ones. This lets you use your two actions to maybe mine something good! (Tools don't use up an action.) 2. When you take TNT, you use it right away to get to take two other top cards, and discard the other two top cards. If you uncover a creeper (or several creepers) while taking/using TNT, finish the TNT action BEFORE everyone discards a resource card for each creeper. 3. If you uncover a creeper and someone has no resource cards, they don't have to discard any, and they don't need to use up a sword. (They have nothing to protect, so they are running away.) The rules say to flip the entire resource piles face up, but if you want to leave the piles face down except for the top card, that works just the same!

Agreed. The hoe makes no sense and cards face up or face down make no sense. These rules need to be clarified. We play with resource cards down (except the first round). Then, the hoe functions like dynamite.
